Happy New Year!
2005 was a very successful year for MedEncentive – and the last
quarter of the year was highlighted by a number of important
accomplishments. In the final 100 days of the year, we:

• demonstrated MedEncentive's efficacy through a thorough
analysis of our principal test employer's data; • confirmed our
product's widespread acceptance by physicians and confirmed MedEncentive's
inherent scalability as a result of the successful ramp-up of a large new
client in a brand new market; • successfully released a major new
product; • received recognition as a “Most Promising New
Business” from the Oklahoma Venture Forum and Oklahoma Investment
Forum; • initiated a private placement offering to fund our
planned growth; and • made countless presentations in locations
from the east coast to the Wasatch Mountains .
Perhaps the most important event among these accomplishments is
learning that our product may work even better than we expected. As our
analysis of the test data is confirmed by independent experts,
MedEncentive's prospects of being able to offer a real solution to
substandard health care and runaway medical expenditures are better than
ever.

Growing Proof of MedEncentive's Degree of
Efficacy – Most industry experts agree that the MedEncentive
model is novel and possesses ingredients that should produce positive
results; but everyone wants proof of efficacy. Over the past year, we have
been reporting that all three of the Company's test employers were
experiencing cost savings. Now that a full year has passed with
MedEncentive bolted-on to the test employers' health plans, it is a
confirmed statement of fact that each employer experienced substantial
health care cost reductions. Furthermore, an in depth analysis of the
principal test employer's data is revealing facts that substantiate
MedEncentive's efficacy in the area of cost containment.
With the aid of Dr. Lloyd Hildebrand and Kempton Group Administrators,
a thorough retrospective analysis of the City of Duncan 's claims data has
been conducted. Four specific predictions were made to corroborate
MedEncentive's impact on the City's health care costs. These predictions
included 1) cost containment would occur in the first year, 2)
expenditures would shift in a forecasted manner among the healthcare cost
elements (hospital, physician, pharmacy, etc.), 3) an indication of
defensive medicine would be reduced, and 4) there would be a relationship
between program participation levels and cost. The initial findings of the
analysis confirmed each of these predictions.
Additional analysis is currently in progress. Confirmation by
independent third parties of the study's methods and results is also
underway. If the additional analysis and confirmation hold true to the
initial findings, we expect these results will create quite a stir within
the healthcare quality improvement and cost containment movement across
the country. These are obviously a very significant developments, so stay
tuned.
Scalability and Physician Acceptance are Confirmed as
INTEGRIS Health Launches New Health Plan with MedEncentive – On
January 1, 2006, INTEGRIS Health, Oklahoma's largest
health system, launched a new health plan option featuring the
MedEncentive Ix Program. The new health plan option was offered to
INTEGRIS's employees in the greater Oklahoma City area. Even though the
new option was known to be a demonstration, a full third or 1,100
employees representing 1,700 members signed-on. This enrollment exceeded
even optimistic estimates and essentially equaled the enrollment of the
Aetna option which the new plan replaced. Much of the credit for employee
acceptance is due to the commitment to MedEncentive by INTEGRIS's
management team, especially CEO and President Stan Hupfeld and INTEGRIS's
Human Resources Division.
Subsequent to enrollment, employee and physician education was
accomplished through more than 50 MedEncentive orientation sessions
conducted through the metropolitan area. Each employee and physician
received an orientation packet that contained a well produced
instructional video. Currently, the INTEGRIS health plan with MedEncentive
is operating smoothly. This successful installation goes a long way toward
confirming physician acceptance of our product and also validates
MedEncentive's inherent scalability.
Introducing the Point of Service Initiated
(POSI ™) Real Time Module and Other Important Product
Developments – The last 100 days of 2005 has been a very busy and
productive period of product development.
On January 1, 2006, the Company released the Point of Service Initiated
(POSI ™) real-time module. This important new product adds significant
capability to the MedEncentive Ix Program. POSI is a web-based application
which allows physicians to practice the Ix Program in the presence of the
patient. Like the original Claims Initiated version, POSI is fast and easy
to use. However, POSI offers a number of important advantages. Besides
eliminating the retrospective nature of the Claims Initiated version, POSI
also permits the physician to hand the patient an information therapy
prescription before the patient leaves the doctor's office. This
eliminates the time between the patient encounter and the delivery of
information therapy which is vital for health improvement. Furthermore, if
physicians forget or failed to use POSI, then the Claims Initiated version
functions as a “safety net” to insure all eligible Ix opportunities are
captured for both the physician and the patient. By design, the
combination of POSI and the Claims Initiated versions will significantly
improve the efficacy of the MedEncentive Ix Program across the board.
In addition to POSI, we also released a suite of web-based utilities
that allow the end-user or licensee to maintain provider and member
eligibility, review and manage physician and patient Ix opportunities and
generate reports. We have also developed and tested industry standard
electronic interfaces (834 and 837 EDI protocols) with INTEGRIS's third
party administrator. These interfaces further enhance MedEncentive's
scalability since they are universally adaptable to all major payers.

MedEncentive Makes Presentations Across
the Nation - During the last 100 days of 2005, we made the
following presentations:
• Center for Medicare and
Medicaid Services – Jeff Greene was hosted by CMS Chief Medical
Director, Dr. Barry Straube at CMS headquarters in Baltimore. The
presentation was well received and prompted a commitment by Dr. Straube to
arrange a follow-up presentation with the CMS demonstration project
leadership. This meeting is pending.
• Oklahoma Medicaid Reform Task
Force – As a result of the positive feedback received in Duncan
during statewide town meetings, the Oklahoma Medicaid Reform Task Force
Chairman, Rep. Kris Steele, asked us to make a presentation to the Task
Force at the Capitol. The presentation was well received. Good suggestions
were made by Task Force members on how MedEncentive could help the state
control its Medicaid expenditures. We will look forward to the next
legislative session to see how this possibility develops.
• The IPA Association of America –
Jeff made presentations to regional TIPAAA conferences in Houston
and Miami. A number of attendees have requested information about
initiating or sponsoring MedEncentive in their markets. An Arizona/Utah
broker agreement was the result of one of these TIPAAA conferences. Jeff
will be traveling to Toledo later in January as a follow-up to another
conference.
• The 4th Annual Information Therapy
National Conference – Jeff's presentation generated a good bit of
interest among attendees to the Ix National Conference in Park City, Utah
from as far away as the United Kingdom. We continue to respond to this
interest and expect business developments in 2006.
• Oklahoma State Medical
Association Board of Directors Meeting – We were invited by our
state's medical association to present at their November board meeting in
Tulsa. Some board members were understandably apprehensive about
MedEncentive because they understood it had something to do with
pay-for-performance. After the board members learned how MedEncentive was
designed to assist physicians in the marketplace in ways that no other
pay-for-performance program can, we received positive feedback. This type
of transformation is not uncommon and it underscores the issues
surrounding P4P and the need for MedEncentive. We are now scheduled to
make a similar presentation to the Oklahoma County Medical Society in
February.
MedEncentive Receives Venture and Investment Forums
Recognition – The Oklahoma Venture Forum and the Oklahoma
Investment Forum presented MedEncentive with a plaque at their annual
awards banquet in October as one of five finalists for the Most Promising
New Business of the Year. The plaque reads: “for its outstanding
contributions to Oklahoma's economic growth, productivity and innovation.”
This represents the Company's third recognition for excellence in
2005.
Cliff Winburn Joins the Management Team –
Cliff Winburn, J.D., CPA joined MedEncentive as Chief Financial
Officer and co-owner during the quarter. Cliff is a longtime business
associate of Jeff Greene's and brings a wealth of knowledge and skills to
the Company.
MedEncentive Makes Private Placement
Offering – To fund the anticipated rapid expansion of the
Company, we recently released a private placement offering. We are
targeting strategic investors initially in Oklahoma. CFO Cliff Winburn is
leading this effort. The response to the offering has been quite positive.
Pending the final formation and consummation of our Oklahoma-based lead
investor, we expect to close our offering in the near
future.
Strategic Advisors Grow – With each
e-Update, we take the opportunity to acknowledge MedEncentive's
extraordinary advisors. We want to pay special tribute to Dr. Lloyd
Hildebrand, of the Dean McGee Eye Institute and Chief Medical Officer of
Inoveon, for the valuable advice he contributed during the last quarter of
2005.
